أقرّ البرلمان الكندي بالإجماع مذكرة تطالب حكومة رئيس الوزراء جوستن ترودو بمنح الجنسية الكندية إلى رائف بدوي، المدوّن السعودي المعتقل في المملكة منذ 2012 والذي تعيش زوجته وأولاده الثلاثة في كندا.
والمذكرة التي أقرّها مجلس العموم تطلب من وزير الهجرة ماركو مينديسينو استخدام “سلطته التقديرية” لمنح الجنسية الكندية إلى رائف بدوي، وفقاً للقانون “من أجل معالجة حالة خاصة وأليمة بشكل غير معهود”.
وبدوي (36 عاماً)، المؤسّس المشارك للشبكة الليبرالية السعودية، مسجون منذ 2012 بسبب تعليقات نشرها على مدوّنته الإلكترونية.
وفي تشرين الثاني/نوفمبر 2014 أدين بالإساءة للإسلام وحُكم عليه بالسجن عشرة أعوام وبجلده ألف جلدة موزّعة على 20 أسبوعاً، تلقّى منها الدفعة الأولى (50 جلدة) في كانون الثاني/يناير 2015، ما أثار ردود فعل دولية مندّدة دفعت بالسلطات السعودية إلى تعليق بقية جلسات الجلد. وفي نيسان/أبريل الفائت ألغت المملكة عقوبة الجلد.
وكان بدوي مدافعاً شرساً عن حرية التعبير وقد نشر على مدوّنته تعليقات هاجم فيها هيئة الأمر بالمعروف والنهي عن المنكر.
وبعد إقرار المذكرة قال معدّها رئيس “كتلة نواب كيبيك إيف-فرانسوا بلانشيت “الآن وقد أصبح هذا طلباً رسمياً من مجلس النواب، يجب على جوستن ترودو والوزير ماركو مينديسينو التصرّف”.
وأضاف في بيان “كلّ يوم مهمّ” لبدوي “في وقت تواجه فيه صحّته في السجن خطراً دائماً”.
وتدهورت العلاقات بين أوتاوا والرياض في صيف 2018 بعد أن دعت الحكومة الكندية السلطات السعودية للإفراج عن نشطاء حقوقيين سعوديين، من بينهم سمر بدوي شقيقة رائف بدوي.
وحصلت زوجة رائف بدوي وأبناؤه الثلاثة الذين يعيشون معها في كيبيك على الجنسية الكندية.
